Noblis Names Rich Jacques Vice President of Intelligence

Rich Jacques brings over two decades of experience in the national security and intelligence sectors to the company’s Intelligence division

RESTON, Va.—January 14, 2019—Noblis, Inc., a leading provider of science, technology, and strategy services, is pleased to announce that Rich Jacques has joined the company as Vice President of Intelligence, based at Noblis’ headquarters in Reston, Va.

As vice president, Jacques will lead the overall strategic direction for Noblis’ intelligence, national security, and law enforcement programs, spanning over 14 federal agencies. He will also oversee the company’s wholly-owned subsidiary, Noblis ESI, which provides advanced systems engineering, technology, program management, and acquisition services to clients in the Intelligence Community and Department of Defense.

Jacques has over 20 years of experience leading transformational initiatives for federal agencies, ranging from technology modernization to organizational performance and strategic planning. He specializes in the operational aspects of business optimization, including strategy development, technology transformation, organizational process improvement, contract and program management, and human capital strategies.

Prior to joining Noblis, Jacques held positions at Belcan and Booz Allen Hamilton, leading programs and multi-functional teams across several Intelligence Community agencies. Over the course of his career, several programs he has led or supported have received awards for excellence in delivery, most notably with the Director of National Intelligence’s Excellence Awards. Jacques holds a Masters in Information Systems from Johns Hopkins University Carey School of Business, and a Bachelor of Arts in Geography from the University of Mary Washington.
