Contract Overview

The MAS contract enables Federal agencies to procure a wide variety of professional services using a single Schedule contract. Noblis holds GSA MAS Schedule number GS-00F-096DA. Noblis offers a variety of integrated services through this Schedule. Many of Noblis’ traditional services, such as business and environmental consulting, program and acquisition support and professional engineering services, can be acquired through this Schedule under the Special Item Numbers (SINs) listed below the legacy SIN table.

541330ENG – Engineering Services

Services include:

• applying physical laws and principles of engineering in the design
• development and utilization of machines, materials, instruments, processes and systems

Services may involve any of the following activities:

• preparation of preliminary and final plans and designs

Services under this SIN cannot include architect-engineer services as defined in the Brooks Act and FAR Part 2, or construction services as defined in FAR Parts 2 and 36.

541380 – Testing Laboratory Services

Services include:

• testing laboratory services and veterinary, natural, and life sciences
• testing services and laboratories
• other professional, scientific and technical consulting services

Services include:

• creating and developing designs and specifications that optimize the use, value and appearance of their products
• determination of the materials, construction, mechanisms, shape, color and surface finishes of the product, taking into consideration human characteristics and needs, safety, market appeal and efficiency in production, distribution, use and maintenance

Associated tasks include, but are not limited to:

Inherently Governmental services as identified in FAR 7.503 or by the ordering agency are prohibited. It is the responsibility of the Contracting Officer placing the order to make this determination. Ordering activities must require prospective contractors to identify potential conflicts of interest and address those, prior to task order award. Personal services as defined in FAR 37.104 are prohibited.

541620 – Environmental Consulting Services

Services include:

• providing advice and assistance to businesses and other organizations on environmental issues, such as the control of environmental contamination from pollutants, toxic substances, and hazardous materials
• endangered species, wetland, watershed, and other natural resource management plans
• archeological and/or cultural resource management plans, including identifying problems (e.g., inspect buildings for hazardous materials), measure and evaluate risks and recommend solutions
• multi-disciplined staff of scientists, engineers, and other technicians with expertise in areas, such as air and water quality, asbestos contamination, remediation, ecological restoration and environmental law such as Planning and Documentation Services for the development, planning, facilitation, coordination and documentation of and/or for environmental initiatives or mandates such as:
  • Executive Order 13693 in areas of chemical, radiological and/or hazardous materials
  • ISO 14001 Environmental Management System (EMS) and sustainable performance measure development; Environmental Assessment (EA) and Environmental Impact Statement (EIS) preparation under the National Environmental Policy Act (NEPA)

541715 – Engineering Research and Development and Strategic Planning

Service include:

• conducting research and experimental development (except nanotechnology and biotechnology research and experimental development) in the physical, engineering and life sciences such as:

ANCILLARY – Ancillary Supplies and Services

Ancillary supplies and/or services are support supplies and/or services which are not within the scope of any other SIN on this schedule. These supplies and/or services are necessary to compliment a contractor’s offerings to provide a solution to a customer requirement. This SIN may be used for orders and blanket purchase agreements that involve work or a project that is solely associated with the supplies and/or services purchased under this schedule.

The work performed under this SIN shall be associated with existing SIN(s) that are part of this schedule. Ancillary supplies and/or services shall not be the primary purpose of the work ordered but be an integral part of the total solution offered. Ancillary supplies and/or services may only be ordered in conjunction with or in support of supplies or services purchased under another SIN(s) of the same schedule.

Items awarded under Ancillary Supplies and Services or other direct cost (ODC) SINs are not Order-Level Materials (OLMs). Ancillary Supplies and Services SIN items are defined, priced, and awarded at the FSS contract level, whereas OLMs are unknown before an order is placed. See the OLM SIN for more information on OLMs.

OLM – Order-Level Materials

• Order-Level Materials (OLMs) are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Federal Supply Schedule (FSS) contract or FSS blanket purchase agreement (BPA).
• OLMs are not defined, priced, or awarded at the FSS contract level. They are unknown before a task or delivery order is placed against the FSS contract or FSS BPA.
• OLMs are only authorized for inclusion at the order level under a Time-and-Materials (T&M) or Labor-Hour (LH) Contract Line Item Number (CLIN) and are subject to a Not to Exceed (NTE) ceiling price.
• OLMs include direct materials, subcontracts for supplies and incidental services for which there is not a labor category specified in the FSS contract, other direct costs (separate from those under ODC SINs), and indirect costs.
• OLMs are purchased under the authority of the FSS Program and are not open market items.

Items awarded under Ancillary Supplies and Services or other direct cost (ODC) SINs are not OLMs. Ancillary Supplies and Services SIN items are defined, priced, and awarded at the FSS contract level, whereas OLMs are unknown before an order is placed. The Ancillary Supplies and Services and ODC SINs are for use under all order type CLINs (Fixed-Price (FP), T&M, and LH), whereas the OLM SIN is only authorized for use under T&M and LH order CLINs.

The OLM SIN is only authorized for use in direct support of another awarded SIN. Price analysis for OLMs is not conducted when awarding the FSS contract or FSS BPA; therefore, GSAR 538.270 and 538.271 do not apply to OLMs. OLMs are defined and priced at the ordering activity level in accordance with GSAR clause 552.238-82 Special Ordering Procedures for the Acquisition of OLMs. Prices for items provided under the OLM SIN must be inclusive of the Industrial Funding Fee (IFF). The value of OLMs in a task or delivery order, or the cumulative value of OLMs in orders against an FSS BPA awarded under an FSS contract, cannot exceed 33.33%.

Due to a system limitation, a Maximum Order, PSC, and NAICS have been assigned to the OLM SIN. The assignment of a Maximum Order, PSC and NAICS to the OLM SIN does not limit the OLMs that can be proposed in direct support of a Federal Supply Schedule (FSS) task/delivery order or FSS blanket purchase agreement.

Section 833 of the John Warner National Defense Authorization Act for fiscal year 2007 (Public Law 109-364) amended 40 U.S.C. 502 to authorize the Administrator of General Services to provide for the use of Federal Supply Schedules by state and local governments for the purchase of products and services to be used in advance of a major disaster declared by the president, as well as in the aftermath of an emergency event (such as a major disaster, terrorism, or a nuclear, biological, chemical, or radiological attack) to facilitate recovery. State and local government entities are responsible for ensuring that the products or services purchased are to be used to facilitate recovery.

Contract Overview

Noblis is a GSA MAS contract holder for the IT category under contract #GS-35F-0590W. This contract is a multiple award schedule that grants agencies direct access to commercial experts who can thoroughly address the needs of the government IT community through Special Item Numbers (SINs). These SINs cover the most general-purpose commercial IT hardware, software and services.

54151HACS – Highly Adaptive Cybersecurity Services (HACS)

Cyber Hunt activities are responses to crisis or urgent situations within the pertinent domain to mitigate immediate and potential threats. Cyber Hunt activities start with the premise that threat actors known to target some organizations in a specific industry, or specific systems, are likely to also target other organizations in the same industry or with the same systems. Use information and threat intelligence specifically focused on the proximate incident to identify undiscovered attacks. Investigates and analyzes all relevant response activities.

54151ECOM – Electronic Commerce and Subscription Services

Includes value added network services, e-mail services, Internet access services, and other data transmission services. Subject to cooperative purchasing.* Available Items Include:

• Noblis AcquServe, a suite of advanced software applications (or services) customized to support an acquisition program from the solicitation phase through contract implementation and operation. AcquServe addresses the most critical, complex and error-prone aspects of an acquisition and a programs lifecycle. AcquServe helps program managers reduce overall project time, minimize time-robbing errors and increase the quality and confidence of vendor’s submissions.
• Noblis AcquTrak®, an electronic process tool that supports the acquisition lifecycle from concept through contract award and operations. Program and acquisition professionals can use this tool to create and maintain a complete set of acquisition records in a secure collaborative environment. AcquTrak can be quickly tailored to the needs of the client through a requirements discovery process. This process is carried out at the start of the engagement and continues throughout the engagement, allowing AcquTrak to respond in a way that meets the client’s evolving needs.

541519ICAM – Identity, Credentialing and Access Management (ICAM)

Supports planning, risk assessment, deployment, implementation and integration of Identity and Access Management (IAM) with customer agency applications, both certificate-based and non-certificate-based. Subject to cooperative purchasing.*

OLM – Order-Level Materials

SeaPort-NxG

Contract Overview

Noblis MSD, formerly McKean Defense (DUNS # 60-715-6809), holds SeaPort-NxG Prime Contract (N00178-19-D-8085). The North American Industry Classification System (NAICS) code for this contract is 541330 – Engineering Services, utilizing the exception for marine engineering and naval architecture – average annual receipts – $41.5M.

SeaPort-NxG is the Navy’s electronic platform for acquiring support services in 23 functional areas including Engineering, Financial Management and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, NAVWAR, NAVFAC and NAVSUP), the Office of Naval Research (ONR), Military Sealift Command (MSC) and the United States Marine Corps (USMC) compete their service requirements amongst 1800+ SeaPort-NxG Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contract (MAC) holders. It provides an efficient and effective means of contracting for professional support services.
